HISTORY / DEMOGRAPHIC SITUATION
The CGHMC and CGHCFI, which are owned by the PCCAI and have long served the Filipino people, cater to all sectors of Philippine society, regardless of socio-economic status. However, Dr. James G. Dy, Mr. Kelly Hun Sia, and Dr. Samuel D. Ang—who are affiliated with these organizations—along with a group of doctors and philanthropists, recognized the need to pool resources that would be used directly for the benefit of individuals and families with limited financial means, enabling and assisting them to become healthy, productive, and self-reliant. Armed with the strong conviction of offering equitable and sustainable healthcare services to underserved and marginalized populations, they formed the CGH Charity Foundation Inc.
The Foundation was officially registered with the Securities and Exchange Commission on December 7, 2021, as a non-stock, non-profit charitable foundation under the name Chinese General Hospital Charity Foundation Inc. Civic-minded philanthropists and advocates of social transformation, namely James G. Dy, Florante C. Dy, Benito Goyokpin, Antonio D. Tan, Albert Tan Lee, Jameson Dy, Kelly Hun Sia, William C. Lee, Robert Yang, and Ramon Chuaying pooled their resources to commence the operation of the Foundation.
Since its inception four (4) years ago, the Foundation set up its organizational structure by hiring a full-time staff to oversee day-to-day operations and appointed key experts as its Technical Working Group to institutionalize its policies, guidelines, and procedures. It began providing financial support to indigent patients admitted in the charity ward of CGHMC. Medical missions in depressed communities were also conducted in partnership with local government units and a pool of volunteer physicians and allied medical groups.
Eventually, the Board of Trustees and key volunteers recognized the need for the Foundation to offer services beyond financial assistance and outreach. They saw the importance of making state-of-the-art facilities accessible to low-income patients, upgrading health provider skills and technical expertise, funding research and new treatment modalities, supporting victims of calamities, and promoting innovations that would uplift public healthcare services. These needs inspired the Board to broaden the Foundation’s thrust and direction. Thus, it was decided to rename Charity Foundation Inc. to Social Development Foundation Inc.
PRIMARY INTENT
The primary intent of the Chinese General Hospital–Social Development Foundation, Inc. (formerly Chinese General Hospital Charity Foundation Inc.) is to provide low-income patients and communities with greater access to medical and surgical services. It upholds organized and sound initiatives wherein healthcare providers exercise their professional skills to render quality, holistic services in the best interest of patients.
VISION
To be the national leader in healthcare philanthropy by providing quality health care services to the marginalized sectors of society and complementing the training of medical professionals.
MISSION
To generate resources that would provide for holistic health services to indigent individuals, families, and communities.

GOALS
- To generate resources to fund the construction, organization, maintenance, and facility upgrades of a charity hospital.
- To subsidize the training and continuing education of residents, fellows, educators, and other health providers to upgrade and advance their knowledge and skills so they can provide the best medical and surgical care.
- To initiate workable methods, approaches, and strategies to meet the medical and surgical needs of patients and partner organizations through scientific and technical initiatives.
- To coordinate, enhance, and support the charitable endeavors of partner hospitals and organizations.
- To award grants, consultancies, scholarships, and institutional facility upgrades to multiply the pool of specially trained individuals/groups contributing to the Foundation’s mission.
- To establish partnerships with government and non-government agencies in support of outreach programs such as—but not limited to—medical and surgical missions, emergency relief, rehabilitation services for disaster victims, and community projects aligned with the Foundation’s goals.
PROGRAMS AND SERVICES
- Medical Assistance (Hospital-Based Charity Services)
Enables low-income ambulatory and admitted patients in partner hospitals to undergo treatment for free or at a cost within their means. This program ensures that indigent patients are not deprived of the best medical care due to financial limitations.
- Training and Continuing Education / Research and Resource Development
A scholarship and medical education program for underprivileged but deserving students aspiring to become medical professionals (doctors, nurses, medical technologists, therapists, and allied health workers). This program also supports clinical fellowships, postgraduate studies, and short-term training for physicians, locally and abroad, as long as the training addresses critical needs of local patients.
- Community Outreach Program
Grants support to communities, government units, and non-profit/non-stock organizations. Outreach may include surgical and medical missions in depressed or rural communities within and outside Metro Manila, and relief and rehabilitation efforts for victims of fire, earthquakes, typhoons, and other calamities.
- Project Compassion
The establishment of a charity hospital to be fully managed by the Foundation, specifically for the benefit of low-income patients.
